    EVNHCMC’s commitment to increasing reliability has helped EVNHCMC become one of the top 50 power companies on Smart Grid Benchmarking Results 2022

    The Challenge

    Vietnam Electricity Corporation (EVN) is the state-owned electricity provider for Vietnam. When its Ho Chi Minh City (EVNHCMC) branch deployed its legacy distribution automation system on 872 feeders, it recorded a System Average Interruption Duration Index (SAIDI) of 720 minutes and a System Average Interruption Frequency Index (SAIFI) of 6.72. EVNHCMC set SAIDI and SAIFI objectives of 44 minutes and 0.59, respectively, for the end of 2020.

    To meet these goals, EVNHCMC required an advanced distribution management system with a robust algorithm that accurately identified fault location based on the information provided by the SCADA system. The solution needed to rapidly isolate faults, calculate load transfer based on real-time information from SCADA, and execute a restoration plan to transform sustained outages into momentary inconveniences for as many customers as possible.

    The Solution

    After thoroughly evaluating their options, EVNHCMC chose to proceed with SurvalentONE SCADA and Fault Location, Isolation, and Service Restoration (FLISR), as the solutions were the strongest choice across all criteria, including functionality, integration, innovation pipeline, value, and reputation.

    Also in Survalent’s favor was the ability of SurvalentONE FLISR to work with single-line diagrams and to meet the operation requirements of the EVNHCMC power grid, which includes a closed-loop structure and open operation. EVNHCMC appreciated that the solution enabled them to test switching and restoration options in an offline environment to reduce the risk of accidental overloads and outages. Finally, Survalent was able to deploy the FLISR system faster than other vendor options, so that the utility could begin improving reliability for areas of the city very quickly.

    Following its pilot implementation for 2 individual power companies (approximately 30 feeders), EVNHCMC began to accelerate the rollout for all individual power companies in 2021. By the end of 2022, it completed the deployment for 872 feeders.

    From approval to delivery, the pilot program took six months to complete, including two rounds of training, where EVNHCMC tested first in a simulated offline environment, and then in a lab environment using models that included reclosers and controllers.

    Currently, SurvalentONE FLISR is used for all public lines of EVNHCMC. EVNHCMC’s commitment to increasing reliability has helped the utility move up six spots in one year to become one of the top 50 power companies on Smart Grid Benchmarking Results 2022.
